Richard "Richie" Foley is the best friend and confidant of Virgil Hawkins, and one of the few who know about his double life. Yearning for powers of his own, he temporarily became Push, and later Static's crime-fighting partner Gear.
Physical Appearance[]
Richie appears to have a short blond hair with short, jagged spikes at the right side along with a full fringe and black eyes. He also has a single black hoop earring on his left ear and wears eyeglasses. In the first season, his glasses are initially squared-lens but later replaced with semi-round lens in the second season through the fourth season.
Civilian[]
In the first season, he wears a dark green long sleeved v-neck sweater with orange lining at the center to match up the orange linings in each upper sleeve, a white short sleeved loose undershirt, khaki jeans and dark green and white sneakers with black linings.
From the second and third season, Richie now wears a sea green long sleeved hoodie with the same orange lining at the center of his jacket along with the upper sleeves while retaining his short sleeved loose undershirt from his first outfit. His jeans remains khaki and his sneakers are now green and white soles.
At the fourth season, his second outfit has a minor color change turning his outfit into a shades of blue; the color of his hoodie jacket is pale blue and the linings being medium blue, his jeans are now blue and his sneakers are pale blue.
When he tested his inventions before wearing his catsuit, Richie wore a light teal long sleeve loose shirt and retaining his khaki jeans.
Hero Costume[]
As Gear, he wears a spring green sleeveless catsuit with dark teal designs and outlines, he is equipped with a gray belt around his waist, black kneepads and spring green and black jet-packed rollerblades which allows him to fly and runs in roller skates and wears a pair of black gloves. He is accessorized with his gray robotic backpack where he uses as a weapon and gray elbow bands on his elbows. He now wears a matching dark teal helmet mixed with spring green face shield along with a green sport goggles on his eyes in place of his eyeglasses. In the fourth season, his catsuit has a minor color change from spring green and dark teal to medium green and white. His helmet is now white, the face shield from his helmet is light green and the sports goggles maintains being green. His robotic backpack is now silver to match up his belt and his jet-packed rollerblades being medium green to match up the color of his catsuit.
Personality[]
Richie is a laid back and amiable teenager who is very supportive of his best friend Virgil Hawkins. He can be a bit overbearing and one-track minded when he's passionate or serious about something. Having a knack for tech, he often helped Static during his escapades through his homemade gadgets. Although prior to becoming Gear, he sometimes got kidnapped whenever Metahumans saw how close he was to Static. Richie occasionally acts like a jokester and isn't above teasing Virgil, but he knows when to stop the antics. He can also be quite clever, such as when he used his walkie-talkie to alert Static of his whereabouts after he was kidnapped by Ebon. Richie has a strong resolve, even refusing to give up information about Static when Ebon was holding him hostage. This also extends to his civilian life as his father is revealed to be overtly racist, yet Richie himself isn't bigoted at all to the point that his best friend is black and he actively tried to protect Virgil from having to deal with him. Richie is very loyal to Virgil as both a friend and a partner and whenever they did have a falling out, they could always reconcile.
Richie is also very courageous and thoughtful. He once leaped in front of a truck to rescue a dog before even realizing he'd temporarily gotten superpowers and does a very good job of covering for Virgil when he has to tend to his Static duties. He seemed to get generally good grades in school on top of his aforementioned talent with all things technological showing that he's very intelligent. His slow ascension into a Metahuman enhanced this trait into a full-blown superpower. After becoming Gear, he used this new intellect to better help himself and Static with new equipment and strategic plans.
Powers, Abilities & Equipment[]
Richie has undergone several changes in his support career. While under the sway of Ragtag, as Push he developed energy based propulsive force which enabled him to emit concussive energy he could shape and reform, as he saw fit. It even enabled him to fly by repelling the ground, but said powers were temporary and dependent upon regular infusions from their original donor. Before and after his transformation into a Bang Baby, Richie manifested resurgent augmented intelligence, especially in regard of technical design and calculative abilities.
As Gear, he employed a variety of high-tech devices and weapons, including:
- Static Saucer, electroconductive foil light as tin foil but stronger than steel.
- Back-Pack, a robot unit usable as a probe and portable computer assistance system.
- Jet-Blades, vectored thruster-equipped jet boots, from modified roller blades.
- Jet-Board, a hoverboard.
- A sensor and neural interface control helmet.
- Zap Caps, Mark I, grenade-like explosive balls. Made for both quick recharge and offensive arms for Static.
- Zap Caps, Mark II, grenade-like balls with metal bands for restraining purposes.
Super/Enhanced Intelligence[]
The Bang Baby Gas had a great impact on Richie. Though he was a "Late Boomer", Richie showed a greatly advanced level of intelligence that allowed him to vastly improve his school grades while also creating some of his and Static's new tools and equipment. Although he thought his new abilities were not very useful at first, he grew to see how impactful his new intelligence could be and feared the thought of losing it in Power Outage.
Accelerated Thought Process[]
With his new level of intelligence, Richie began to think at a much faster pace. This allows him to come up with solutions at a quicker speed when needed.

Gear's Gadgets[]
- Static Saucer - A small piece of mylar that folds out to become a disk that Static rides on to fly through town.
- Rocket Boots - Gear uses these boots as his method of transportation through town, like how Static uses his disc.
- Shock Box - Walkie Talkies used between Virgil/Static and Richie/Gear to contact each other. The Shock boxes have been used also as voice recorders and as intercoms. In the episode "Future Shock," Static learns that Gear made a newer model that has holographic projection, and can store holographic video recordings.
- Tracking devices - Static can attach these to people and track them as long as he is within a 2-mile radius.
- Zap Caps, 1st Edition - Small grenades that, after being charged by Static, can create an explosion of electricity when thrown.
- Zap Caps, 2nd Edition - Similar in appearance to the 1st edition, this version releases metal coils that wrap around the target on impact.
- Other Zap Caps - These zap caps were specifically designed for certain meta-humans that Static and Gear have dealt with. Some had been used on Hot Streak and Aquamaria. One was used to give Aquamaria an antidote to turn her back to normal.
- Backpack - Richie's/Gear's robot. Backpack is a super-computer, with a camera & tracking device, as well as a meta-human radar. Although Backpack can be controlled with a remote, it is linked with Gear, as it is Gear's intelligence and thoughts it can read and respond to.
- Time belt - A belt created for Nina Crocker, who became a hero named Time-Zone. Unable to fully control her time-controlling/traveling abilities and powers, Gear created the belt to make sure that her ability would not randomly go off. Using a special remote that Gear programmed (originally a VCR remote,) the time of when to travel can be chosen, allowing much greater control over her time-controlling ability.
